Making water: Step 02

At first when attempting to make water I was going about it using the built in unreal refraction.

This was resulting in semi broken results.  It had transparency sorting issues, and it seemed to create holes in the meshes. I also was using a mathematical frequency to give it some form of wave pattern, but this was only working on a macro scale- in other words it was mostly unsuccessful for my desired results. It looked less wave like and more like a sheet being bent in the wind.
